Jackson Paving low bidder for Boaz project

Jackson Paving, of Guntersville, is the apparent low bidder for the downtown revitalization project in Boaz.
Matt Hawes, of CDG Engineers & Associates in Albertville, conducted the bid opening Tuesday morning.
R.E. Grills Construction Co., of Birmingham, appeared to have submitted the low bid of $768,278.70 but CDG officials discovered an error in the bid.
“There was an error in one of the bids submitted that put Grills fifth in the pack and made Jackson Paving the low bidder,” said Chris Ross, project manager for CDG Engineers. “Our recommendation to the mayor is to award to the low bidder Jackson Paving.”
Jackson Paving submitted a total base bid of $770,447.42.
The five other companies submitting bids included:
• Hale Building Co., Anniston, $778,383.70;
• Clark Associates, Attalla, $850,166;
• Boatner Construction Co., Gadsden, $858,991.76;
• Whitaker Contracting, Guntersville, $930,918.07; and
• Fyffe Construction Co., $955,842.25.
Ross said errors often are discovered after bid openings.
“It’s not uncommon,” Ross said. “Almost every bid opening we have, there’s some mathematical error. It’s not every time it changes the low bidder. They’re usually minor and typically don’t affect the outcome.”
Boaz Mayor Tim Walker appeared pleased with the bids, considering the estimate for the project was between $800,000 and $1 million.
“It’s under what we thought,” said Walker, who plans to recommend the bid for approval by the city council Jan. 25.
The mayor said he remained optimistic that workers will finish the downtown revitalization project by October’s Harvest Festival.
“It’s not a guarantee, but I’m optimistic,” he said. “That’s the goal.”
The revitalization project for The Mall downtown is chiefly funded via an Alabama Department of Transportation grant. Walker said ALDOT is contributing nearly $624,000 with the city matching 20 percent, or about $125,000, plus engineering costs between $70,000 and $90,000.
